Jackovasaurs influence?

So I just rewatched my absolute least favorite episode of all South Park episodes - Jackovasaurs. I've only seen it once, and it was the day that it originally aired on Comedy Central. I thought maybe I'd be able to tolerate it now (and I forgot why I didn't like it).

I could not. I still cannot stand that episode. But while watching it, I couldn't help but think--was there an inside joke for that episode? Were Matt and Trey taking out their frustrations of an annoying coworker by portraying the coworker as a jackavasaur? There had to be a reason for this type; I dont' believe they'd make such an annoying episode without reason.

Does anyone know?

It's funny because Trey and Matt said themselves many people found this episode annoying and that "it was kinda the point."
