Or they could save billions of dollars & free up prison resources if they quit incarcerating people for minor drug offenses.

Or they could save money by replacing the death penalty with life imprisonment without parole. That would be better for society. :cartmansmile:

That'd be good, too. Studies have proven that states spend more on death penalty appeals than they would to simply lock the felons away for life.
