How do you make fun of a debt ceiling?
Make it look like 'dem ayliens stawl our money? And The Daily Show beat them to National bullsh*t Ceiling....

You make fun of the fuss and debate over it, not the ceeling itself.
Humour is the unexpected. Take a situation we expect to find in one context and apply it in another where we do not expect to find it; present a debt ceeling on a household economy, like republicans have been, of course it's inaccurate but it could be humorous. Or present the nation as having a household economy and the problems that households have but nations don't for the opposite lulz.
Humour occurs when the brain recognises a pattern that surprises it, and that recognition of this sort is rewarded with the experience of the humorous response, an element of which is broadcast as laughter. Just the general ways you'd make fun of anything.

they should do an episode where they have really crude animation (yes cruder then the orginal animation style) and have a warning at the beginning of the episode explaining that they can't afford to animate the episodes in good quality anymore...and instead of having the typical voice acting they should hire "cheap labor" to do the voices..now THAT would be funny...
