His character wasn't going to become nice because none of the help his mother sought for him were dealing with all the issues (they were focused on changing Eric and not helping his mother, who is the one person who needs to be consistent both with Eric and in her own life).
What life in South Park would be like with Eric being a 'nice', well-balanced boy, is left up to your own imagination. Basically, it's never going to happen. His mother isn't sure what to do and is without support, he is spoilt and exposed to things his young mind can't make sense of. He's doomed to be an arsehole in adulthood too!
You all remember the Eric Cartman from the parallel universe... that's what 'nice' Cartman would be like.
