I know they've taken them off on a few occasions (Cartman takes his off constantly) but then how do other characters such as Butters not wear hats. Also, why do Stan and Kenny want to hide their hair? (I know Kyle hates his hair.)

It's their characters. It's part of who they are. That's part of their character description. It's been that way since the begining and it's not going to change.

Butters and others don't wear hats because it's part of their character descriptions, too.

It's no big deal, but that's one reason their popularity is sliding in the upcoming Elementary School Musical, though kyle might as well just be spoofing Corbin Bleu. He should keep that awesome new look. Though of course, the green ushanka would be kind of missed. The other reason their popularity could be sliding is because of Craig saying that the guys suck after what happened in Pandemic.
