Kelly's appeared a few times - "Hooked on Monkey Phonics" and BLU both.
I think part of the reason M&T ditched her is her voice was Toddy Walters. Normally this wouldn't affect them but she was one of only two recurring characters Toddy voiced, so they may have left them written out on purpose.
I think Rebecca could reappear with Mark though, since Mark's made many cameos over time and I don't think they'd bring him back and forget Rebecca.

South Park is a platform for Matt and Trey's social commentary and satire; there is no canon and these characters only serve as tools for self-expression. Don't get attached.
