The entire point of Towlie's character was to make the lamest character ever.

Wait. Ike's boring?
He may not make a huge number of appearances, but when he does it is often pretty awesome. Kid's run off to Somalia, hacked into systems to aid a heist, been possessed by the ghost of Michael Jackson, lost his virginity, made a macaroni version of the last supper (despite being Jewish), and made a drawing accurate enough to get the entire town turned against the milkman. Oh, he's also a knight in Canada for having helped defeat Tooth Decay.
He's pretty badass considering he's roughly 4 years old and shows up about once a season.
I'll take that over one dimensional secondary characters like Towelie who make appearances every few seasons.
