Re: Stan's dog disappearence
some characters are only used for one episode because the show's creators realized that theres no point in developing the character unless its a main character in a certain episode for example cartman's cat which disappeared when it wasnt relevent.
Re: Stan's dog disappearence
Sparky was there just to show that Stan has a pet. The last time he appeared on the show was in "Good Times With Weapons," when Stan shaved off some fur from Sparky for Kyle to glue onto Butters. Maybe he'll appear on the show this year, since other characters who haven't been seen in a long time made appearances last year.

Hey, how many years was Grandpa Marsh missing until this season. How often do you see Shelley versus the rest of the family? Most of the background characters are pretty disposable until they are needed again. When you are writing a story you want to keep it concise and when you are expected to finish a 22 minute long episode in a week there's not a whole lot of time for anything beyond the essentials.

^ Grampa Marsh's last appearance prior to this season was "Pinewood Derby" in Season 13, and before that, tough to pinpoint.
Shelly's around quite a bit, but barely talks.
Stan's dog Sparky is in the upcoming game "The Stick of Truth" so he's not COMPLETELY forgotten...

South Park is a platform for Matt and Trey's social commentary and satire; there is no canon and these characters only serve as tools for self-expression. Don't get attached.

It's not as mysterious as Kyle's elephant.
