The site has active and passive seasons, active and passive years. The drama has been on a downturn since about 2007 as has the fanfic but the site isn't really dead when the show is on air. The LONG haitus since last season has made it deader than it would have been otherwise.

Technology and demographics are conspiring to kill the SPS BBS.
For years, much of the action around here was from a good number of teenagers bringing all their chattiness and whatnot with them. It used to be as they grew older and moved on as life got in the way of a silly South Park board, they were replaced by a steady stream of new people looking to discuss the show. This ensured a lot of activity on the board.
But as social media has expanded, younger people are not turning to primitive platforms like forums. They're too engrossed in Facebook, etc where they can talk about anything and everything with just about everyone. The supply of new people dwindled. With no one to replace the people who move on to deal with real life, membership drops, posts plummet and everything starts to dry up.
Now the forum becomes a self-perpetuating cycle of decreasing activity. We come on, see there's not much new to read and respond to, so we post less ourselves.
We're left with a handful of 'old timers' after the long, hard winter of '012-'013.

Seconding that, as I just posted pretty much the same thing in the Old Poster Reunion thread. The show is nowhere nearly as counter-culture as it once was which has probably contributed to a different new audience coming here. There is a lot more competition for what SP does. The show has changed it's tone not just where it sits in society so obviously the audience will too.
Changes in what kind of person posts here have changed what kind of place this in ways other than how busy it is too. The off topic thread has got a lot less action since the audience that comes here changed for instance.
The facebook page for this place isn't dead at least. It's given us a new pasture to post on without totally killing this place.
Like downsurges in posts amplify themselves (fewer posters mean fewer people to reply to) small upsurges can be amplified too. So the problem isn't fatal.

i'm here because i'm watching through all of sp for the first time since it's all on netflix. i'm so excited to catch myself up and then watch the new eps as they air in september yyyeeee

Glad to see new people are still interested in this show
I remember having the same experience when it was still in it's 10th season. Don't know many people who were here from the get-go!

I was there, back in the days of the old blue and black bbs.....
I think triple's right between the uprising of myspace, facebook, twitagra, tumblr, reddic[b]k 9 f@g, youtube, imdb, forums for every individual movie tv show video games, and that one site that shall not be named but is vastly superior to any of the aforementioned boards that have taken away the life from this board.
I agree with the previous posts in this and the reunion thread maybe it was the constant bickering that kept this board together.

So far, every forum I've signed into has been the same. The only forums I've joined are this (SP) and the Rob Zombie forum and they seem about the same.
