Scene from Hellen Keller! The Musical

so I was re-watching the episode Hellen Keller! The Musical, and I have a question about the scene where Cartman covers his ears and blindfolds himself and sees the images that flash through his mind. One of the images is a riot, with police in green uniforms. By chance is this a clip of Chilean cops? (I'm Chilean and if this were true it'd be pretty neat and hella funny).

From that site of Big-Will's, under the "secrets" section to the Hellen Keller episode:

It is all violent stuff - hangings, explosions, Alex as a Vampire, etc. The Nazi footage is stuff that Alex is forced to watch later in the film.
